Abstract
A radio resource controller (RRC) is provided for use in a radio cell, in particular a base station, to preserve communication in an out-of-coverage (OOC) area. The RRC includes a processor configured to: determine an egress traffic of mobile communication devices and determine an ingress traffic of mobile communication devices, in particular vehicles, from the OOC area to the area covered by the radio cell. The processor is further configured to determine a demand of radio resources for services running on the mobile communication devices entering the OOC area, and to schedule radio resources for the admitted services based on an admission and scheduling metric with respect to the egress traffic, the ingress traffic, and the demand of radio resources.
