Abstract

An object based video information coding apparatus and method for an MPEG-4 system compresses image data without reducing image quality by converting motion-incompensable objects using image data blocks. The method includes the steps of i) separating moving and non-moving background imagery from an input image; ii) selecting motion-compensable objects and motion-incompensable objects from the moving imagery; iii) separating motion information and shape information from motion-compensable objects; iv) separating shape information and image information for motion-incompensable objects; v) dividing motion-incompensable object into N.times.N blocks; vi) discrete cosine transforming pixels in the N.times.N blocks using an N.times.N discrete cosine transform. In one embodiment, the pixels of the motion-incompensable object not in the N.times.N blocks are differential pulse code modulated. In another embodiment, the motion-incompensable object is first divided into 8.times.8 blocks. The remaining pixels are then divided into 4.times.4 blocks.
