Abstract
A low or no VOC hair lightener or dying composition with a low water content and a high organic content comprising: PA1 (a) a developer phase comprising: PA2 (i) water; PA2 (ii) an oxidizing agent; and PA2 (iii) optionally a thixotropic control agent; and PA1 (b) a tint phase comprising: PA2 (i) 0-50 weight percent water; PA2 (ii) 0-10 weight percent dye; PA2 (iii) 10-50 weight percent of a non VOC solvent; PA2 (iv) 5-60 weight percent of a thickener; PA2 (v) a sufficient amount of an alkalizer so that the hair coloring composition has a pH of 6-12.
